Job Description
As the leading national center for LGBTQI+ family policy expertise, Family Equality’s Department of Public Policy s advances a proactive agenda at the State and Federal level for LGBTQI+ family recognition and creation, family-inclusive non-discrimination and safety reforms, LGBTQI+ affirming education policies, and provides legislative expertise along with other technical assistances to national, state, and local partners and elected officials.
The Senior Manager, Child Welfare Policy (“Manager”) will preferably be based in the Washington, DC region, reporting directly to and working closely with the VP, Public Policy to manage Family Equality’s child welfare work, with additional support from consultant experts. Their work will include advancing Family Equality’s policy priorities by building and managing relationships with federal, state, and local governments and participating in national coalitions working on key issues for LGBTQI+ youth in or interacting with the system, LGBTQI+ foster and adoptive parents, and families of origin. As Manager, they will work to advance our legislative, regulatory, and public policy agenda at the federal, state, and grassroots level, using a combination of legislative and administrative advocacy, community mobilization, and creation of written resources and materials to inform LGBTQI+ families and youth of their rights in the child welfare system. The Manager, with supervision and mentorship from the VP, Public Policy, will manage the Every Child Deserves a Family Campaign and will co-lead the state child welfare license to discriminate working group. Throughout their work, the Manager will utilize storytelling, aimed at driving and effecting change, lifting up the lived experience and stories of LGBTQI+ families and youth to highlight the inequities that exist and the impact of discrimination in the child welfare system. In addition, the Manager may be asked to assist with additional policy advocacy as needed to further Family Equality’s organizational mission and the Policy Department’s mission and strategic plan. This position is highly collaborative, working closely with other members of the Policy, Communications, and Development teams, as well as civil rights partners at the national and state level, state equality groups, federal and state lawmakers, and constituents.

Job Summary: Provide education and guidance about the rules surrounding public
benefits (SSA, Medicare/Medicaid, SNAP, WIC, Ticket to Work) and facilitate
enrollments of people living with HIV/AIDS into individual, group sessions, and/or
online seminars. Conduct outreach to community members and providers to inform
them of the Benefits Counselling program.
Major Activities:
- Incorporate best practices regarding confidentiality into all job duties and communications in accordance with HIPAA, Article 27-F, Alliance for Positive Health policies and procedures and other applicable regulations. Observe and abide by HIPAA and the HIV Confidentiality Law.
- Provide a clear understanding of work incentives, as well as assist PLWH to explore all their options, reducing fear and placing the focus on preserving health while seeking employment and maintaining financial stability.
- Ensure that service outcomes and documentation requirements are met in accordance with agency policies and procedures and funder requirements.
- Collect, maintain, and report up to date client health indicator, contact, and history data. Utilize indicator data to address barriers and improve individual health outcomes.
- Assess client need for additional services; refer to services including but not limited to case management, medical care, mental health and substance abuse treatment, entitlements and housing. Case conference with other agencies and Alliance for Positive Health staff regarding mutual clients. Follow-up to assure successful linkage to referred services.
- Perform other duties as assigned.
Qualifications
Qualifications:
- Associate’s degree and minimum of one year of outreach, education, case management and/or other relevant human services experience.
- Must have a valid, unrestricted driver’s license and have a vehicle to travel to designated appointment sites within a large multi-county region.
- Knowledge of public and private health insurance programs preferred.
- WorkForce Incentive Practitioner Certification (WIP-C) or equivalent certification required.
- Bilingual (Spanish) preferred.
Knowledge, Skills and Abilities Required:
- Ability to interact with people from diverse backgrounds within a climate of mutual respect, inclusion, enrichment, and growth. Familiarity with and sensitivity to specialized needs of people with HIV, substance abuse and mental health issues, people of color, gay, lesbian and transgender individuals.
- Ability to provide clients with appropriate HIV/AIDS information.
- Familiarity with and ability to access community resources and services.
- Strong communication skills, including verbal ability, writing style and active listening skills.
